Whereas the Alabama
Constitution of 1901 is long, tedious and requires amendment on amendment,
and
Whereas the Alabama
Constitution represents a legacy of discrimination that detracts from
the diversity we practice today, and
Whereas the Alabama Constitution
unduly limits the powers of local governments by detracting from
the authority and responsibility of regularly elected
officials, and
Whereas the Alabama
Constitution allows the Alabama Legislature to be distracted from
important statewide issues affecting our state,
and
Whereas the origins
of the Alabama Constitution encourages development of special interest
group
powers at the state level.
Now, Be it resolved
that the Alabama City-County Management Association supports the efforts
to
rewrite the Alabama Constitution at a Constitutional
Convention to more effectively govern the State of
Alabama.
