BE IT RESOLVED by the Jefferson County Mayors Association (The Association),
which represents 15% of the voters in the State of Alabama, that:

The Association calls upon the Governor and the State Legislature of Alabama to move forward expeditiously in calling a Constitutional Convention for the purpose of reforming
our State Constitution; and

The Association endorses and supports a Constitution which mandates fair and equal protection
of all residents under the law; and

The Association supports a Constitution which provides for adequate property taxes
to finance much needed educational and health reforms; and

The Association does humbly request that the Governor and the State Legislature
draft a Constitution which provides for “Home Rule” for all counties in
the State of Alabama; and

BE IT FURTHER RESOLVED that the Association requests that the Governor
and State Legislature do these things without depriving local government of any of
its local revenue sources.

There was unanimous consent to adopt this resolution.
