Resolution of the Rotary Club
of Tuscaloosa

Whereas, the 1901 Constitution of the State of Alabama has become a cumbersome and inefficient framework for effective government at local and state levels in Alabama; and

Whereas, the 1901 Constitution has now been amended 706 times, expanding the basic document for government in Alabama to over 315,000 words; and

Whereas, the 1901 Constitution is an antiquated framework for the 21st century and has become an impediment to economic progress and quality education at all levels and creates an ineffective
framework for policy-making at state and local government levels; and

Whereas, the Rotary Club of Tuscaloosa recognizes the need for a modern state constitution
that contributes to a foundation of effective self-government, enhanced economic opportunities
and progress, and excellence in all levels of education in Alabama.

There, Be It Resolved that the Rotary Club of Tuscaloosa expresses its strong support
for efforts to revise and replace the Alabama Constitution of 1901 with a 21st century framework
that contributes to Alabama’s future development and progress and that allows government
at all levels to effectively address issues and challenges that face our great state.

Furthermore, we encourage the Governor and the Alabama Legislature, in partnership
with the Citizens of Alabama, to adopt as a priority reformation of Alabama’s 1901 Constitution
to ensure that constitution reform becomes a reality in the State of Alabama; and encourages
all citizens to become active in this process.

Adopted the 4th day of March, 2002,
by the Board of Directors of the Rotary Club of Tuscaloosa.
